According to this and this, it's possible to set up a split-screen co-op in Portal 2 on the PC and many have gotten it to work. In fact, it can be done by setting up (or emulating) an XBox 360 USB controller using Joystick ID #2. The original Steam forum post seems to work for many people, but not in all circumstances.
